
As part of his working visit to the Syunik region, the Minister of Territorial Administration and Infrastructure of Armenia, Gnel Sanosyan, visited the “Agarak-2,” “Shinuhayr,” and “Noravan” substations.
The minister was briefed on the details of the construction project of the "Iran-Armenia 400 kV Third Transmission Line and Relevant Substation," implemented by "High Voltage Electric Networks" CJSC, as well as on the progress of the reconstruction of the "Agarak-2" and "Shinuhayr" substations, the ongoing challenges, and the fulfillment of contractual obligations.
Representatives of "HVEN" CJSC presented the progress of the ongoing works to the minister. It was noted that at the "Noravan" substation, the foundation work for high-voltage equipment and the concreting of cable trenches in the 220 kV switchyard section had been almost completed. Additionally, the installation of building structures and equipment constructions had been carried out, the power equipment and two autotransformers had been installed, and approximately 50 km of conductors had been mounted and tensioned. The process of importing protection and automation equipment was also underway. It was deemed realistic to complete the installation of conductors and equipment within 2022-2023.
Currently, the reconstruction of the "Agarak-2" and "Shinuhayr" substations is being carried out using the company's own resources. As a result of the procurement process for consulting services related to the adjustment of reconstruction project designs and cost estimate documentation, the company received a positive expert review from the winning bidder regarding the proposed reconstruction projects and cost estimates.
Based on the submitted documents, it is planned to announce a contractor selection tender in the fourth quarter of 2021 and summarize the results by the end of 2021. The reconstruction of the "Agarak-2" substation is expected to be completed by April 2023, while the "Shinuhayr" substation’s reconstruction is planned for completion by December 2023. The minister instructed "HVEN" CJSC officials to efficiently address issues arising during the reconstruction process, setting clear deadlines for their resolution, and to continue strict supervision to ensure high-quality implementation of the work.
